General Information
The City of Bend officially established a business license ordinance January 18, 2006 (Bend Code Sections 7.700-7.790). The purpose of the business license is to provide accurate and detailed information on businesses for better public safety response.

hen Should A Business Apply for a Business License?
Businesses should have applied for the business license by the end of 2006. Business owners may mail in their applications or come to City Hall to apply for a license. (City Hall Administration, 710 NW Wall Street.)  Businesses should be licensed within a reasonable amount of time after opening.

How Much is the License Fee?
New businesses must pay a $50 fee.  Businesses that were in operation in 2006, 2007, 2008, and/or 2009 must pay the $50 fee for each of those years in order receive a current business license.

What Defines A Business in Bend?
All businesses that are defined as for-profit businesses under the U.S. Internal Revenue Service code are required to have a business license.

  • Insurance agencies, agents and producers of insurance are exempt by state law.
  • Real estate agents, under state law, cannot be required to pay separately for a business license to operate. However, Real estate agencies are required to pay business license fees.
  • Professions such as hairdressers and medical care providers, who work in offices but are independent contractors, will be exempt from paying for a business license. Each office will have to pay a fee. Note: Council is considering changes in the Business License and Special Events sections of the Bend Code, excluding the Business License requirement for vendors selling goods at permitted special events only.  This change may require the Special Event Permit application to include a list of the vendors participating  in the special event and an additional fee of $5 per day, per vendor with a $50.00 maximum and an exemption of the fee for those vendors possessing current City of Bend Business Licenses.  Please call our office if you have any questions.
  • Service businesses operated by those younger than 18, such as a lawn-mowing business, lemonade stands or newspaper delivery businesses, are not required to have a business license.
  • Any business that physically conducts business inside the City of Bend, whether or not it has a physical structure in Bend, is required to have a business license, including delivery and repair businesses.
  •  Internet businesses and home-based businesses physically located in Bend also are required to get a license.

Do Non-Profits Have to obtain a Business License?
Non-profits should apply for a business license but are not required to pay the license fee.

Renewals
Renewals are sent out in the second week of the renewal month.  For example, if your renewal is due April 30th your renewal will go out the first week of April.  If your renewal has not been paid by the 30th, then you will be sent a second notice the following month.  So, in our example, you will receive your second notice in May.  If for some reason you did not receive a renewal notice, please use this form when you submit payment.

Enforcement
Violation of any provision of the business license ordinance shall be a class A Civil Infraction, subject to a fine not to exceed $500 per violation.
