Metropolitan Planning Organization
Greenhouse Gas Emissions
Task Force

The Bend MPO is actively participating in the MPO Greenhouse Gas Emmissions Task Force.  To meet the deadline established in HB2186 ODOT has determined the Task Force must complete its work by the last meeting scheduled for Decemeber 4, 2009.  The Task Force will have to determind a realistic range of issues to address and the level of detail to target for each issue, particularly given the limited in-person meeting time and the press of other commitments. In light of the limited time frame, we recommend any input you would like to share with this Task Force be provided in writing.  You may visit the Task Force website or contact BMPO staff for assistance in submitting your comments to the group.

2009 Legislation

 House Bill 2186 (HB 2186)

MPO Link to Greenhouse Gas Task Force Legislative Concepts Report January 11, 2010HB 2186 is wide-ranging legislation that seeks to reduce Oregon's greenhouse gas emissions. Section 10 requires creation of a Metropolitan Planning Organization (MPO) Greenhouse Gas Emissions Task Force to evaluate alternative land use and transportation scenarios that would meet community growth needs, while reducing greenhouse gas emissions and recommend future legislative action to support such efforts. HB 2186 Section 10 applies to all six of Oregon's Metropolitan Planning Organizations which include: Portland Metro MPO, Salem Keizer Area Transportation Study MPO, Corvallis Area MPO, Central Lane MPO, Rogue Valley MPO, and Bend MPO.

Carbon Footprint

Transportation emissions, mostly from cars and trucks, account for 38 percent of Oregon's carbon dioxide emissions, according to the Oregon Governor's Advisory Group on Global Warming.  CO2 emissions are a major greenhouse gas.

By making it easier for people to take short trips by foot or bicycle -- and longer trips by public transit -- state and local governments can help communities reduce CO2 emissions.
