What is the Bend MPO area?
The Bend MPO boundaries are slightly larger than the City of Bend urban growth boundary. The MPO boundary includes areas within Deschutes County that are anticipated to be "urbanized" over the next 20-years. These areas are primarily located to the east and south of the urban growth boundary and include areas such as Deschutes River Woods (DRW).

Annual Budget / Financials
The BMPO is a stand-alone intergovernmental entity separate from the participating jurisdictions and must prepare and adopt an annual budget. The budget is closely linked to the annual Unified Planning Work Program (UPWP).
As mentioned above, the BMPO is responsible for coordinating transportation planning activities in the MPO area. To accomplish this, the BMPO Policy Board along with other appointed MPO committees, the Technical Advisory Committee (TAC) and the Citizens Advisory Committee (CAC), identifies transportation issues of regional significance, and prepares transportation planning documents that outline future transportation system improvements and prioritize project implementation. Unified Planning Work Program (UPWP) Annual List of Obligated Projects Federal legislation requires that the MPO to develop an Annual List of Obligated Projects. This list includes all federally funded transportation projects obligated in the prior fiscal year for Bend and the urbanized area of Deschutes County. Transportation projects and programs include roadways, transit, bicycle and pedestrian facilities. These projects are also part of the BMPO Metropolitan Transportation Improvement Program. Metropolitan Transportation Plan (MTP) Projects included in the MTP must be within projected levels of available financial resources and must also meet federal and state planning requirements. Highway and public transportation projects and programs must be consistent with the MPO's final adopted MTP in order to be eligible for federal funds. The plan must also include both short-term and long-term actions to develop and maintain an integrated, intermodal transportation system that is accessible and efficiently moves people and goods.
The Deschutes County Intelligent Transportation System (ITS) Plan was collectively developed by the Oregon Department of Transportation (ODOT), the City of Bend, the City of Redmond, Deschutes County, the Bend Metropolitan Planning Organization, Deschutes County 9-1-1 and the Federal Highway Administration (FHWA). The outcome of this plan is a 20-year deployment plan of ITS projects, which includes advanced technologies and management techniques, aimed to improve the safety and efficiency of the transportation system. This effort is consistent with plans put together in other regions statewide to ensure that ITS strategies used are integrated and complementary.
Federal transportation planning regulations require the annual development of a UPWP which describes the transportation planning tasks undertaken in the metropolitan area. The UPWP outlines the work to be accomplished by the BMPO and how the local agencies will coordinate efforts to complete the identified tasks.
The MTP is designed to serve as the Bend metropolitan area's long range transportation plan. The MTP serves as the framework and initial step in developing the region's network of transportation facilities and services. The MTP uses a balanced, multimodal approach (i.e. automobile, buses, car and vanpools, bicycles, congestion and transportation demand management, truck and rail cargo, etc.) to address the region's long term (20 year period) projected transportation needs, and provides for the consideration of impacts on the natural and human environment.
How can I get involved?
You have a role to play with the MPO. Citizens are encouraged to participate in the transportation planning process during the meetings of the MPO Citizens Advisory Committee, the Technical Advisory Committee and the Policy Board. The Citizens Advisory Committee reviews and provide comments and recommendations from the public's perspective on draft MPO plans, programs, studies, and issues.
MPO staff provides planning support to the MPO committees and conducts studies and oversees projects as directed by the Policy Board. Staff also participates in other regional planning efforts. The combined work of the MPO staff and the participating staff of other member organizations provides the information needed to make program and policy decisions.
