Public Participation Program Public involvement and participation are key components of the transportation decision-making process. It is the goal of the Bend Metropolitan Planning Organization (BMPO) to provide an open planning process with multiple opportunities for public participation and input. The BMPO has developed a draft Public Involvement Plan. Federal transportation planning rules require a 45-day public comment period prior to adoption by the Policy Board.
