Welcome the the City of Bend's Building Division, a division of the Community Development Department.  We hope this page will assist you in learning more about us.  We currently have a staff of highly skilled professionals which include the Building Manager/Official, Robert Mathias and Assistant Building Official, Joe McClay.

We process the plan review of most single-family applications within two weeks. Commercial and multi-family application review timelines are critically dependent on the complexity of the building plans. However, these permits are issued in a timely manner.

Once your application is processed and approved through the building plan review process, the plans will be reviewed by the Planning Division and Engineering Division. When approval is given by all other divisions, the permit will be issued and you may begin scheduling inspections from the foundation inspection to the final building inspection. Instructions are included in your permit packet regarding the process to request these inspections.

Permit fees vary depending on the size of the structure. System Development Charges (SDCs) are generally a large portion of your entire permit fee. These fees are collected at the time we issue the building permit.  The fees collected are used for capital improvements within the city to increase city wide capacities for water, sewer, transportation, parks or drainage. New!  Permit Fee Loan Program!!!
The City of Bend Community Development Department Building Division has received a grant from the American Recovery Reinvestment Act that will assist homeowners with permit fee costs associated with building a higher energy efficient home. 

The Permit Fee Loan program is designed to offer homeowners and builders the opportunity to obtain at no interest a loan for the base permit fees associated with the construction of a higher energy efficient home.  The no interest loan will cover the building permit fees up to $5,000.  State taxes, system development charges, and all other fees are not eligible for this loan program and must be paid at the time the permit is issued.  This loan will not have to be paid back until the home is sold from the first home-occupier to a new owner. 

This loan applies to new residential construction only.  To qualify for this loan on new construction, the home must be built to a higher standard of energy efficiency, based on residential energy code requirements.  To see if you qualify for this loan or for more information, please see the Permit Fee Loan Program forms towards the bottom of the applications/forms page, call 541-388-5528, or visit the Permit Center located on the main level of City Hall.

Residential Lawn Irrigation Systems
Beginning March 1, 2009 the Building Division will require backflow test reports for all lawn irrigation systems installed during new construction of residential units. Residential units include single family detached and attached dwellings as well as duplexes. If a lawn irrigation system is being installed as part of a new residential construction, the backflow test report for the lawn irrigation backflow system will be required to be present upon the Final Plumbing inspection. The Building Division inspectors will retrieve these test reports and supply them to our Public Works-Safe Drinking Water Division. Failure to provide this report prior to or at the time of the Final Plumbing inspection may result in delayed occupancy approval. Please contact a Building Permit Technician with any questions regarding this program.

Special Inspections
If your permit application includes special inspections, please submit with your permit application a statement of special inspections using the Special Inspection Agreement form which conforms to 2007 Oregon Structural Specialty Code.  Program information is also available on our
