PATROL OFFICER:

  

The following are the basic qualifications and disqualifiers for the position of Patrol Officer: 
 

BASIC QUALIFICATIONS:

  • Must be a citizen of the United States
  • Must be at least 21 years of age at the time of application.     
  • Must have a high school diploma or GED equivalent.
  • Must have a minimum of 36 credit hours of college classes from an accredited education institution; or,
  • Military service with an honorable discharge.
  • Must have a valid driver's license.
  • Must be able to be certfied as a police officer by the Department of Public Safety Standards and Training.  DPSST Minimum Standards for Employment as a Law Enforcement Officer can be found at www.oregon.gov/DPSST (Administrative Rule 259-008-0010).

DISQUALIFIERS:

The following will disqualify you from being hired as a Bend Police Officer:

  • Felony conviction
  • Misdemeanor conviction for:
    • Domestic violence (DV);
    • Crime of dishonesty; and/or,
    • Crime that resulted in serious physical injury to another. 
  • Illegal manufacture, transport, or sale of a controlled substance.
  • Any repeated convictions of an offense which indicate disrespect for the law, a lack of good moral character or disposition towards violence and disorder.
  • Discharge from employment, where such discharge indicates poor behavior and/or an inability adjusting to discipline.
  • A Dishonorable Discharge from the armed forces.
  • Persons convicted of a petit larceny.
  • Candidates must pass all medical, physical, written and oral psychological examinations.

 INFORMATION FOR PATROL OFFICER APPLICANTS 

The provisions listed here for the application process, the selection process, the qualification process, and the employment process, including pay and benefits, are subject to change at any time and are at the exclusive interpretation of the City of Bend

 

While attending the DPSST Basic Police Officer Academy, officers will work eight-hour shifts, five days a week.  Patrol shifts are twelve hours, four days a week, working a two day/two night schedule. This is followed by four days off. 

Selected applicants will attend a 4 week Bend Police Department Orientation Academy as well as the full 16 week DPSST Basic Police Officer Academy to meet state and Bend Police Department standards, which includes:

  • Municipal and State law
  • Bend Police Department rules and regulations
  • Bend Police Department procedures and report writing
  • Certification in CPR, Defensive Tactics, Taser, Hazmat, vehicle operations, etc. 
  • Extensive firearms training to include qualifications with handgun, shotgun, and rifle

After graduation, new officers will complete a one week Advanced Academy followed by a field-training program of approximately 17 weeks.

SALARY AND BENEFITS SUMMARY *(2008 figures)  


The starting wage of a Patrol Officer Recruit is $23.97/hr.  Lateral Officers start at $25.18/hr or $26.43/hr, depending on experience and qualifications.  Max hourly wage for officers of $33.26/hr is reached at the end of five years. These figures do not include the 20.5 hours/month holiday bank, overtime, uniform maintenance allowance, specialty assignment pay, or certification incentives.

  • The department also offers a Police Proficiency Incentive Program which offers additional pay incentives ranging from 4% to 14% depending on achievement levels.  Achievement levels are based on DPSST certifications, community service hours, continued college education classes or degrees, satisfactory annual performance evaluations, and completion of an annual physical fitness evaluation.
  • 2008 average salary for a 1st year officer was $66,975.
  • 2008 average salary for a 3rd year officer was $70,606.
  • 2008 average salary for a 5th year officer was $75,182.
  • 2008 average salary for a 10th year officer was $78,085.
  • The City of Bend has an excellent health coverage plan for the employee and eligible dependents. 
  • Shift overtime is paid at 1.5 times the regular rate of pay.
  • Compensation for court time during off-duty hours is paid at the overtime rate with a four hour minimum guarantee. 
  • Compensation for training time during off-duty hours is paid at the overtime rate with a three hour minimum guarantee. 
  • The City of Bend reimburses tuition and book expenses for all employees enrolled in accredited university or college courses with prior authorization. 
  • After 1 year of service, officers are credited with 80 hours of vacation and earn 10 hours of vacation per month.  After 4 years of service, vacation is earned at 12 hours/month.  After 9 years of service, vacation time increases to 14 hours/month.  Officers can earn up to 19 hours of vacation time per month.
  • Sick leave accrues at the rate of 8 hours per month to a maximum bank of 2000 hours.  If less than 48 hours of sick leave are used per calendar year, the employee can choose to maintain the unused sick leave for future use and potential credit towards PERS retirement benefits, can transfer the unused sick leave to vacation time, or receive pay for the unused sick leave.
  • Bend Police Officers are enrolled in a retirement plan through the Public Employees Retirement System (PERS).
  • 457 deferred compensation plans are available through the City of Bend. 
  • Uniforms and equipment are provided. 

LATERAL PATROL OFFICER

The Police Department is also seeking certified police officers for the position of Patrol Officer.

  • Applicants must have current DPSST, POST, or equivalent certifications.
  • Applicants must be currently employed by a city, county, or state law enforcement agency.
  • Applicants will be required to complete the entire pre-hire process and meet the Bend Police Department's minimum standard for employment.
  • Non-DPSST certified applicants will attend a Career Officer Development Academy at DPSST (2 weeks). 
  • The 17 week field-training program may be abbreviated dependant on the individual applicant's progress and adaptation to the Bend Police Department.
  • Selected applicants may be eligible to start at Step 2 or Step 3 pay grades, depending on previous experience and qualifications.
