BEND POLICE DEPARTMENT OPERATIONS

A police department is much more than an officer, a vehicle and handcuffs. There are many facets to an effective department; the Bend Police Department is no exception. There are field operations, staff support, records and administration to name a few, as well as subsets within these.

Field Operations: 
These include the various units that are commonly seen on the streets.

• Patrol Officers respond to calls from the public and are usually the first units to arrive at any emergency.  They provide uniformed law enforcement services for criminal and non-criminal activities.  These officers provide initial investigation services on nearly all criminal activity.  Patrol Officers conduct investigations, enforce traffic laws and city ordinances, provide citizen assistance and patrol our community to prevent criminal activities and neighborhood problems.

 

 

• Traffic Officers concentrate on traffic control and roadway safety.  The primary goal of our traffic team is to educate our community in an effort to decrease the number of traffic crashes and injuries resulting from these crashes.  The department works with other city, county and state agencies to improve the safety of our community.  Except for inclement weather, they can be seen on motorcycles patrolling the Bend roadways.

• K9 Units are highly trained dogs partnered with handlers who are trained to utilize their special talents.  The K-9's and their handlers are used in situations too dangerous for an officer, or where the dogs superior senses are needed. The Bend K9's are primarily used for building searches, officer protection, locating and apprehending suspects, locating lost or missing persons and to search for items such as stolen property or evidence.

 

Our K-9's are very sociable and affectionate and have their own personalities.  Keep in mind, they are highly trained working dogs helping to protect officers.  When you meet a K-9 and his officer, please ask for permission before you pet.   

 Specialized Units: 
These groups and individuals augment and enhance all facets of the Department.

 

 

 

 

• Detectives are responsible for investigating complex crimes that often require several hours, days, weeks even months to finish.  These cases include homicides, robberies, sexual assaults, internet crimes against children, serious assaults, identity theft, criminal racketeering, burglaries and any other crime that may require time-intensive investigation. Detectives work closely with patrol, other agencies, the District Attorney's Office and the community.

  • The Central Oregon Drug Enforcement (CODE) task force has been, and continues to be, a multi-agency task force that includes agents from nearly all Central Oregon law enforcement agencies including the DEA, Oregon State Police, and the Oregon National Guard.  The Bend Police Department has one Lieutenant and two Detectives assigned to the CODE Team.  A cross-designated Deschutes County Deputy District Attorney works closely with the team and is nearly 100% dedicated to CODE cases in both State and Federal courts.

 

 

• Community Service Officers relieve patrol officers from lower priority calls resulting in better service to our community and more efficient use of personnel.  These officers provide valuable expertise and assistance in handling animal complaints, city ordinance violations, directing traffic and crime scene investigation and support.

                                                                                          Evidence Technician

  

  Evidence Technicians have an

  extremely detail oriented job. They

  assure that all evidence collected is

  sorted, labeled and secured to protect

  the chain of evidence.  They also

  transport evidence to the crime lab for

  examination and analysis, assist in

  locating the rightful owners of recovered

  property, dispose of dangerous drugs

  and weapons and provide

  submitted evidence for court

  proceedings.

 

Communication Technicians have very demanding and time sensitive responsibilities.  They assure that the radios, mobile computers, pagers and other communications and computer equipment is in good working order for our officers and support staff.  Furthermore, as the pace of technology increases, needs assessment and equipment compatibility must be assured.  Without properly installed and maintained communication and computer equipment, the safety of our community and officers can be jeopardized.


Fleet Support ensures our vehicles are in top shape, meet safety requirements and all lights, horns, sirens and other safety gear is in order. 


Community Liaison - There are two areas assigned to this position: Special Events - ensure events are safe and meet City Codes; and, Community Policing - providing assistance with community safety and education.  This position organizes our Citizen's Academy, works with community event promoters, provides a liaison for our department volunteers and coordinates the Neighborhood Watch, Business Watch and On-Guard programs.
 

 • SWAT -  The SWAT team is a tri-county team made up of officers who have specialized training for high risk incidents. Primarily used for drug and felony warrant service, they must be ready at all times for incidents that require unique tactics and equipment.

 

These officers are committed to serving our community with the utmost professionalism and dedication.  These officers are motivated, and the extra time committed to training is an example of their responsibility to their duties.

Administration: 
Without this staff, everything grinds to a halt. This unit is responsible for everything from procedures to paychecks, from processing reports to ordering supplies.

• Records are a very busy group, they are responsible for processing reports, assisting the officers in record research, running the front counter and archiving all reports.  They answer nearly all phone calls coming into the police department to ensure our customers are connected to the appropriate person.  This section is highly organized and capable of answering most all questions.

 

 

 

 

 

 

 

 

 

 

 

 

 

• Command Staff - The Chief, Captains and their support staffs are responsible for all operations of the Bend Police Department.  They must manage budgets, strategic planning for the Department, projected resource requirements and compliance with all procedures for continued accreditation.

Although there are many facets to the Department, each must blend seamlessly to get the job done. Some staff have dual responsibilities such as Traffic responding to priority calls for service.  There is no "I" in "team". The philosophy and esprit de corp of the Bend Police Department will not allow that. The sum is truly greater than its parts.
