The History of Stormwater Utility Fees in Bend, Oregon On June 20, 2007, the City Council approved a $4.00 per equivalent residential unit (ERU) service charge for the new stormwater utility. The charge took effect July 1, 2007 and is designed to cover the cost of stormwater services. (For details, link to "What Are Your Stormwater Fees Paying For?" The monthly service charge is based on impervious surface coverage, and is set at $4 per Equivalent Residential Unit (ERU). Impervious surface coverage is defined by the City of
Appeals. If you feel that the impervious surface coverage, as calculated per the definition above, for your site is incorrect, the City has developed an appeals process. Please see the links below for information, instructions and forms to start the process.
