Parking Rules & Regulations

The City of Bend applies City and State regulations to all parking related activities within its boundaries.  Enforcement of these regulations is achieved through a citation process. Any individual violating a City or State parking regulation will be issued a citation.

In order to help prevent violations, the following rules, regulations and definitions have been compiled:

Accessible Parking / Parking for People with Disabilities
Parking for persons with disabilities can be found in City parking lots, some private parking lots, and on City streets.

Parking a vehicle in any space that is on private or public property and that is marked or signed to provide parking for persons with disabilities and the vehicle does not conspicuously display a parking permit issued to persons with disabilities described under ORS 811.602 or 811.606 or a parking permit for persons with disabilities issued by another jurisdiction is illegal.  ORS 811.615.

Bicycle Lanes

Parking is not allowed within a designated bike lane. 

Double Parking
It is illegal for a passenger vehicle to be double parked at any time.  Double parking impedes the flow of traffic and can causse accidents. ORS 811.550 (3).

Extending Parking Times
Where maximum parking time limits are designated by sign, movement of a vehicle to another parking space within 750 feet (as the crow flies) shall not extend the time limits for parking and a citation will be issued.  Bend Code 6.25.020.

Fire Hydrants
It is illegal to park adjacent to or in front of a fire hydrant.  Bend Code 6.20.005 (12), ORS 811.550 (3).

Free Parking
The Downtown Core
(map) provides free 2-hour on-street parking for all customers and visitors in the downtown area.  Parking in excess of 2 hours is by permit only in specified lots.  The new Centennial Parking Plaza located at 61 NW Oregon Avenue provides 3-hours FREE parking as well as permit parking on designated levels.

Method of Parking
When parking on a street a vehicle must be parked with the flow of traffic.  If the street is marked the vehicle must be parked within the boundaries of the space.  Bend Code 6.20.000 (1-3).

Permit Parking
For employees of the downtown area, there are six permit areas conveniently located
(map)Permits are available for purchase through Diamond Parking Services  (541) 317-2805 on a monthly or quarterly basis.

Pay and Display Lots
The City of Bend maintains and operates three Pay n Display lots in the downtown area (Mirror Pond North and South lots).  These lots are charged at the rate of $1.00 per hour.

Towing
Vehicles left or parked improperly on a street or in a parking facility that has posted restrictions to public parking may be subject to towing under ORS 98.810.

Red / Yellow Zones
No parking is allowed at any time in a red or yellow zone.  These zones are clearly marked with a red or yellow curb stripe.
