Reed Market Corridor Study

A temporary asphalt overlay was completed from Newberry to Daley Estates on Reed Market Road in summer, 2007. This is an interim repair until construction begins at a later date.

Welcome 

The City of Bend has completed the Reed Market Road corridor study. The study was initiated to identify the need for short and long-term improvements. Reed Market is one of the city's major east-west arterials and serves a critical function of connecting destinations west of the Deschutes River and along the US 97 corridor with the rapidly growing areas in the east and southeastern portions of the city.

 

The Reed Market Corridor Study was adopted by City Council on June 21, 2006. The recommendations include a list of prioritized projects to be constructed within five, ten and 20 years, costs for each of the projects, and options for funding the improvements.

 

The development of the improvement program recognizes that it will take many years for the Corridor Study's recommendations to be built. The City's transportation funding resources are limited and there are many demands on these resources. Priorities within the Reed Market Road corridor for the first five years will focus largely on addressing existing congestion and safety concerns. These priorities reflect what the City heard from the public throughout the study, which is to address existing issues as quickly as possible and plan a corridor design that meets needs for the next twenty years.

 

 

Project History

Public input played a key role in the development and evaluation of solutions to the traffic congestion problems on Reed Market Road.

 

Two public meetings were held in 2005 to receive input on problems, issues, concerns and ideas about the Reed Market Road Corridor. At these meetings, a brief presentation was made about the existing problems in the corridor, and the public participated in several round table discussions about issues, needs and concerns related to the future of Reed Market Road .The public also participated in the development of preliminary improvement alternatives and criteria that were used to assess the benefits and impacts of these alternatives.

 

At an October 2005 public open house, the public helped refine possible Reed Market Road improvements. In January, 2006 the public participated in an Open House to discuss recommendations, priorities and an implementation strategy. This public input has helped shape a recommended package of road improvements was adopted by City Council in June 2006.

Scope and Purpose of the Study

This corridor study focuses on the street segment between Silver Lake Boulevard and 27th Street, a distance of roughly 2.2 miles. The City's primary goal in undertaking the Reed Market Corridor Study is to clearly define the street improvements needed to address existing and likely future problems along the corridor. These improvements will need to have broad public support and accommodate long-term transportation needs through the corridor. Additionally, because the City cannot afford to build the needed improvements all at once, it will be necessary to develop a program of projects that can reasonably be built over time within the financial resources available to the City.

 

Traffic volumes along Reed Market within the project area have increased significantly over the past five years, with daily volumes ranging between 10,000 at the east end and 20,000 just east of Third Street. Several intersections are approaching or exceed capacity. In addition to the growing congestion problems along Reed Market, the corridor study will need to address:

 

  • Critical safety problems (including turning movement crashes at intersections and rear end collisions at congestion points);

 

  • Needs of bicyclists and walkers, as well as possible future transit service;

 

  • Integration with other planned improvements (such as the proposed Central Oregon Irrigation District (COID) canal trail and/or connection to the Larkspur Trail north of Larkspur Park);

 

  • Delays caused by the railroad crossing between American Lane and 9th Street;

 

  • Property access needs;

 

  • Right-of-way limitations including impacts on the COID canal; and

 

  • Many other issues.
